How old does a condo have to be before you should worry about a special assessment?

That's the wrong question if you're shopping in Hollywood. The right one is simpler and more specific: what year is on the certificate of occupancy, and can you see the reserve numbers before you write an offer, not after. Both answers changed this year, and most buyers touring a building on Hollywood Beach Boulevard or along the Intracoastal side of Hollywood Lakes don't yet know it.

The clock that runs five years ahead

Florida's statewide rule says a condo or co-op building three stories or taller needs its first structural milestone inspection by December 31 of the year it turns 30, based on the certificate of occupancy date. That's the number most people repeat when they talk about Florida's post-Surfside safety laws.

Broward County isn't running on that number. Under the Broward Board of Rules and Appeals, coastal buildings in the county get their first milestone inspection at 25 years, not 30, because the state statute lets local building officials shorten the window for buildings within three miles of the coast. Broward elected to keep the earlier trigger. That coastal definition covers essentially all of Hollywood east of I-95, which means Hollywood Beach, Hollywood Lakes, the Diplomat area, and the Hallandale Beach Boulevard corridor are all on the 25-year clock, not the 30-year one.

Do the math against today's date and a building with a certificate of occupancy from 2001 or earlier is already inside the compliance window. Not approaching it. Inside it. A building that would still have five years of breathing room under the statewide default is already required to have completed, or be actively completing, its first structural inspection in Hollywood.

That five-year gap matters because Hollywood's condo inventory is old. Much of it went up during the 1970s through 1990s construction boom along Hollywood Beach Boulevard and the Intracoastal, which means a large share of the local stock is exactly the vintage this rule targets. Compliance deadlines and website rollouts don't happen instantly just because a law takes effect, and a building that was newly covered by the lowered threshold in January may still be finishing its setup.   3. Ask to see the Structural Integrity Reserve Study, which shows the specific line items and dollar figures behind any reserve shortfall, not just a summary that says reserves are "adequate."
  4. Review the last 12 months of board minutes for any discussion of pending special assessments, insurance shortfalls, or deferred maintenance.
  5. Confirm whether the building has completed its insurance appraisal, since a separate 2025 law requires independent replacement-cost appraisals every 36 months to keep the master policy adequately funded.
  6. Get the estoppel or resale certificate early rather than waiting for closing, since it lists any pending or scheduled assessments the current owner may still owe.

That last document has its own Hollywood-specific mechanics worth knowing. Hollywood has hundreds of registered community associations, the large majority of them condominiums, and Florida law caps the preparation fee for a resale or estoppel certificate at $299, with delivery required within 10 days of a request. None of this means Hollywood condos are a worse buy than comparable buildings elsewhere in Broward or Miami-Dade. It means the diligence window is shaped differently here: buildings hit their first structural inspection five years sooner than the statewide default, and as of this year, a much larger share of local associations are legally required to make the underlying paperwork visible before you ever sign an offer.
